Student’s death mourned
ITANAGAR, Apr 23: AAPSU Women Wing has condoled the sudden demise of Kime Kenya, a student of RGU, who was found hanging in her university hostel room yesterday.
“Kenya was a sincere, hardworking student with free and frank nature. Her premature death is a great loss to the family members and friends in particular and the state as a whole,” AAPSU’s Women’s Wing said in a release.
The Women’s Wing of apex students’ body of the state prayed to almighty for eternal peace of the departed soul and to give enough strength to the bereaved family to bear the irreparable loss.

PI Tati Lego passes away
PASIGHAT, Apr 23: Political Interpreter (PI) Tati Lego, who served under British India, NEFA and later Arunachal Pradesh Government in various capacities, breathed his last at the age of more than 100 years at his home at Darne village, Mebo in East Siang District on the night of April 21.
Lego was appointed as PI by then British Political Officer Peter James, who is popularly known as Jame Sab (Sahab) or Jame Migom among the Adis.
Lego, who retired in 1983 from service, won the hearts of many officers during his service tenure and received certificates of appreciation from many administrators, including Governor of Assam S.Ford Ali in 1959 and K H Mehta, Adviser to Governor of Assam for rendering meritorious to NEFA administration during the Achingmori incident of 1953.

Lot needs to be done to empower Panchayats in real terms: PM
NEW DELHI, Apr 24: Ruing that the bureaucracy is still unwilling to share its powers with elected local bodies, Prime Minister Manmohan Singh on Wednesday made a strong pitch for an "immediate change in this mindset" to strengthen and empower panchayati raj institutions.
There is "still a lot to be done" to give the panchayats responsibilities and powers in real terms, he said, addressing a gathering of panchayat heads from across the country on the occasion of National Panchayati Raj Diwas here.
"The purpose of panchayati raj is decentralisation under which people get the right to run administration themselves. We have to make efforts so that this does not remain mere a slogan but turns out to be a reality in our life time. For this we will have to give responsibilities and powers to the elected representatives in real terms," he said.
The Prime Minister said, "I frequently receive complaints that the bureaucracy of the Centre and the states still do not like to see their powers being curtailed or share their powers fully with the local bodies. There is a need to immediately change this mindset."
Singh said that local governments can play a key role in development but their success depends on various factors including the capacity of the elected representatives and the decentralisation of power.
The Centre, he said, has allotted around ten times more money in the 12th plan to help the states in their initiatives towards strengthening panchayats.

NEW DELHI, Apr 24: Notwithstanding the absence of many Chief Ministers at a recent conclave, the Home Ministry has convened yet another conference of State leaders on June 5 to discuss the country’s internal security situation and ways to deal with it.
“The next Chief Ministers’ conference on internal security is proposed to be held on June 5, 2013,” Minister of State for Home RPN Singh told Parliament on Tuesday.
The meeting is expected to discuss various issues related to terrorism, internal security threats and measures to counter them besides issues relating to Left Wing Extremism, cross border infiltration, police modernisation and training.

Governor, Chief Minister extend Moh Mol greetings
ITANAGAR, Apr 24: The Governor of Arunachal Pradesh General (Retd) J. J. Singh and Chief Minister Nabam Tuki has extended warm greetings to people of Arunachal Pradesh on the auspicious occasion of Moh Mol.
In his festival message, the Governor wished that the festivity would usher in peace and communal harmony.
“On this festive occasion, I join our Tangsa community in offering prayers for a bumper harvest, prosperity and for longevity of the Nong Culture,” the Governor said in his message.
“I am optimistic that this celebration of Moh Mol would usher in a new era of peace and prosperity not only for the Tangsa community but for each and every citizen of our state,” said Chief Minister Nabam Tuki in a festival message this evening.

Army to raise two new airborne units for deployment near China border
NEW DELHI, Apr 24: Against the backdrop of China strengthening its capability to airlift soldiers, India is planning to raise around 1,500 more airborne troops for deployment in the northeast along the China border.
Under the 12th Defence Plan, India is planning to raise two new battalions of the airborne troops with around 1,500 personnel under the elite Parachute Regiment of the Army, defence ministry sources told PTI here.
The new raisings would be apparently used to check any move by any adversary to airdrop their troops within Indian territory and capture that area, they said.
The new units would also be used for the conventional roles in counter terrorism and counter insurgency operations in that area and would also be capable of being dropped behind enemy lines in case of any future war, they said.
